Threats and Opportunities
CCSI, with interested states, has initiated a broad consultation to explore whether global norms for the role of digital technologies could be established to enhance international peace and security and whether sanctions on norm-breakers could be instituted.
The Permanent Mission of Finland to the United Nations and CCSI convened a first meeting in February 2016 under the heading “UN Sanctions and Digital Technologies: Threats and Opportunities”. A Concept Note outlines the objectives of this initial discussion that included:
